The Namaa Al-Khayriyyah Association, affiliated with the Social Reform Society, signed an agreement today, Monday, with the United Nations High Commissioner for Refugees (UNHCR) aimed at empowering and integrating Syrian refugees returning to their homeland by providing cash grants to facilitate their return and resettlement.

The agreement was signed on behalf of Namaa Al-Khayriyyah by Muhammad Al-Omar, Vice President of the Social Reform Society, and on behalf of UNHCR by Nasreen Rabeean, its representative in Kuwait. The signing ceremony was attended by representatives from relevant entities, including Yousef Al-Mutairi, the official spokesperson for the Ministry of Social Affairs.

Commitment to Supporting Refugees

In a statement to the Kuwait News Agency (KUNA) following the signing, Al-Omar emphasized that the agreement reflects a "serious and shared commitment to improving the conditions of returning Syrian refugees and providing them with support."

He added, "This step is crucial for the most vulnerable groups, who require concerted efforts to ensure the objectives of this agreement are met."

Al-Omar highlighted that this cooperation with UNHCR exemplifies how collective action can achieve global good. He noted that Namaa Al-Khayriyyah’s work in Syria—supporting the most vulnerable families—is a fundamental part of the Social Reform Society’s vision to enhance the lives of needy communities across all sectors.

Strengthening Humanitarian Partnerships

Saad Al-Otaibi, President of the Union of Charity Associations and Organizations and CEO of Namaa Al-Khayriyyah, told KUNA that the agreement "complements Kuwait’s longstanding humanitarian efforts to assist those in need, particularly victims of war and tragedy, including our Syrian brothers and sisters who have endured prolonged suffering."

He added, "This agreement is the result of collaboration between local and international institutions, reflecting the high professionalism and sound governance upheld by Kuwaiti charitable organizations, which has earned them the trust of regional and global entities due to their adherence to legal, regulatory, and Sharia-compliant standards."

Al-Otaibi stressed that "this step embodies the vision of our wise leadership, which has always positioned Kuwait as a beacon of humanitarianism." He explained that the cash assistance provided under the agreement will help Syrian families regain economic and social stability, enabling them to rebuild dignified, self-reliant lives—a strategic goal of the Union of Charity Associations and Organizations.

UNHCR’s Perspective on Critical Support

Nasreen Rabeean, UNHCR’s representative in Kuwait, told KUNA that "this contribution comes at a critical time, particularly as Syrian refugees seek stability and strive to rebuild their lives."

She stated, "Financial assistance is one of the most effective ways to support returning refugees, serving as a transitional safety net that helps families cover daily needs—such as food, transportation, essential household items, and rent during the initial months of return." She praised the fruitful cooperation between UNHCR and Kuwaiti charitable organizations.

Kuwait’s Commitment to Sustainable Charity

Yousef Al-Mutairi, the official spokesperson for the Ministry of Social Affairs, affirmed to KUNA that "the ministry prioritizes supporting Kuwaiti charitable work and its institutions, as demonstrated in recent years through policy and procedural developments that align with transparency requirements, enhance governance, ensure sustainability, and elevate performance standards."

He clarified that "charitable work is no longer just immediate aid but an integrated developmental project guided by scientific methodology, strategic planning, and impact measurement through indicators." He reiterated Kuwait’s commitment to partnering with international organizations to support all humanitarian efforts globally.
