Minister of Education, Mr. Sayed Jalal Al-Tabtabai, issued a decision regarding the regulations for granting financial rewards for outstanding services to employees in institutes, schools, and kindergartens for the academic year (2025/2026), in accordance with the regulations and standards of an organization that ensures the entitlement to the reward for those who meet the stipulated conditions.
The Ministry of Education explained that the decision set the controls for granting the financial reward for outstanding services to employees in institutes, schools and kindergartens, whether they are members of the teaching or administrative staff, and who are covered by Civil Service Council Resolution No. (5) of 1980 regarding periodic leave for the academic year (2025/2026).
The ministry clarified that the criteria for entitlement to the bonus included that the employee must have been appointed for a period of two years within the ministry or with any of the other government agencies for the employee transferred to the ministry or seconded outside of it, for those appointed on or before September 18, 2024, in addition to obtaining a performance evaluation of (excellent) for the year of entitlement (2025/2026), and that there are no disciplinary penalties in effect against him during the year of entitlement, unless they are erased in accordance with the provisions of the Civil Service Law and Regulations or canceled by a final judicial ruling.
The Ministry of Education added that the decision also stipulated that the actual working days of the employee during the year of entitlement should not be less than the percentage specified in the Civil Service Council Resolution No. (43) of 2016, which is (70%), equivalent to (128) days for employees in the kindergarten stage, (131) days for employees in the primary and intermediate stages, (141) days for employees in the secondary stage, and (144) days for technical supervisors.
The ministry indicated that the decision stipulated the exclusion of periods of absence from work, suspension from work, secondment, full-time leave of all kinds and names, missions, and leaves of all kinds and durations, in addition to official holidays, Fridays and rest days, from the calculation of actual working days, with the exception of sick leave during the period of hospitalization during the year of entitlement.
The ministry also confirmed that the decision included a number of other controls, including treating those who are reappointed or contracted as new employees when calculating the two-year period required for entitlement. The entitlement of those referred to legal affairs to the reward will be decided immediately upon the completion of the investigation and the appearance of its result, provided that the General Department of Financial Affairs keeps the amounts of the rewards in trust accounts for a period of two months for grievances, and for a period of six months for those referred for investigation.
The Ministry of Education explained that the decision granted the employee who was not entitled to the bonus the right to appeal within (60) days from the date of its disbursement, by submitting an appeal request through the Ministry of Education’s website, stressing that no appeal requests will be received except electronically and through the official website of the Ministry and during the period specified for appeals.
The ministry clarified that the decision stipulated that it is not permissible to combine this reward with any other financial reward for outstanding services issued under other regulatory decisions.
In conclusion, the Ministry of Education affirmed that all relevant authorities will undertake the implementation of the decision and act in accordance with it, in order to ensure the fair and organized application of the approved regulations, and to achieve the desired goals of honoring distinguished individuals and stimulating institutional performance in the educational field.
