Minister of Justice Counsellor Nasser Al-Samit issued a decision on Monday to form a committee for developing the legislative framework for insurance and related legal matters. This comes as part of a comprehensive plan to modernize economic legislation, enhance the business environment, and provide legal protection for the interests of all stakeholders in the insurance sector.

In a statement to Kuwait News Agency (KUNA), Counsellor Al-Samit emphasized that the committee aims to establish an integrated legal framework that regulates the rights and obligations of all parties in insurance relationships in accordance with international best practices. This framework will reinforce justice and strengthen confidence in the national insurance sector.

He stated: "The committee comprises judicial and specialized figures, including:

  • Chairman: Court of Appeals Counsellor Mutlaq Al-Mutairi

  • Vice Chairman: Court of Appeals Counsellor Ahmed Al-Rashidi

  • Technical Office Counsellor to the Minister of Justice, Judge Fahad Al-Awad

  • Ministry of Interior representative: Legal Colonel Khalid Al-Adwani

  • Insurance Regulation Unit representative: Talal Al-Muharib

  • Insurance Regulation Unit representative: Dana Al-Kandari

  • Committee rapporteur: Hamad Al-Rashidi"

Counsellor Al-Samit added: "The committee will review and evaluate all insurance-related laws and propose necessary legislative amendments, including preparing draft laws to be submitted to the relevant authorities for completion of constitutional procedures."

He explained that the committee's scope of work includes developing the legislative framework for all types of insurance practiced in Kuwait, including:

  • Compulsory and complementary vehicle insurance

  • Real estate and movable property insurance

  • Fire and disaster insurance

  • Civil liability insurance

  • Other life, business, and economic activity-related insurance

Counsellor Al-Samit noted that forming this specialized committee to develop insurance legislation comes in response to the need for updating the legislative framework to keep pace with regulatory and economic developments in this vital sector.
